The 40 mph problem
What a "temporary" padel court permit actually means, what a permanent permit requires, and what happens at the next storm. Written for owners, not for engineers.
Why European courts arrive without US engineering
Most padel courts sold in the US are designed and built in Spain, Italy, or Portugal. They are good products. But they come with European drawings, European material standards (EN 12150 tempered glass, S355 steel), and structural checks done to Eurocode, if at all. None of that is what a Florida building department asks for.
A Florida plan reviewer wants to see the Florida Building Code, ASCE 7 wind loads for the actual site, a Florida-licensed engineer's seal, and either a Florida Product Approval or an engineered design in lieu of one. The manufacturer's brochure does not answer any of those questions, so the court either stalls in review or gets pushed into the easiest box available.
What a "temporary" permit condition really means
The easiest box is a temporary structure. Many Florida jurisdictions will permit a padel court as a temporary or removable installation with a condition that it be taken down when sustained winds are expected to exceed roughly 40 mph. The exact wording and threshold vary by jurisdiction, but the idea is the same everywhere.
Read that condition as an owner. It means:
- The court is not a permanent improvement. It may not count toward property value, and it can complicate a sale, a refinance, or an insurance claim.
- You have accepted an obligation to dismantle 200 square meters of tempered glass and steel every time a tropical storm watch is issued. Nobody does this. The court stays up.
- If the court fails in a storm and damages a neighbor, a building, or a person, the permit file says you agreed to take it down. That is not a position you want to be in.
A 40 mph condition is a way of saying the court was never checked for the site's design wind. It is not a hurricane strategy.
What a permanent permit requires
A permanent permit treats the court as what it is: a freestanding structure with 3 to 4 meters of glass and mesh on steel posts, exposed to the full design wind. The package a Florida reviewer expects includes:
- Florida Building Code. The current edition (FBC 2023, 8th Edition, with ASCE 7-22 by reference).
- Site-specific wind loads. The design wind speed comes from the ASCE 7 hazard maps for the site and the court's risk category. In Miami-Dade and Broward, the High-Velocity Hurricane Zone, design speeds are about 170 mph and higher. Pressure scales with the square of wind speed, so 170 mph is about 18 times the pressure of 40 mph.
- Wind pressures on the glass, the mesh, and the frame, using the ASCE 7-22 provisions for freestanding walls and open lattice, with the right exposure category for the site (open terrain, coastal, or suburban) and the right directionality and gust factors.
- Structural analysis of the frame. Posts, beams, and bracing checked for the wind, plus the code load combinations. This is where European member sizes are either confirmed or reinforced for the site.
- Glass support and impact considerations. Tempered glass strength and its clamps and fittings under the design pressure. In HVHZ, expect questions about impact resistance and product approval for glazing; the answer depends on the jurisdiction and how the court is classified, and we resolve it with the reviewer before submittal.
- Anchors and foundation. Base plates, anchor bolts, and footings sized for the per-post shear and overturning moment, checked against the site's soil bearing capacity. Slab-on-grade "just bolt it down" details rarely pass.
- Signed and sealed drawings by a Florida PE. Site-specific installation drawings that show dimensions, orientation, anchorage, fasteners, and any reinforcement, sealed by a Florida-registered Professional Engineer. Florida Statute 553.842(5) allows an engineered design in lieu of a Florida Product Approval number, which is how most imported courts get through.
What happens at the next storm
A court designed for the site's design wind stays up, or fails in a predictable, contained way, because every piece from glass clamp to footing was sized for that wind. A court permitted at 40 mph was never checked. When a Category 3 storm comes through, the glass panels act like sails, the posts see loads far above what the European design assumed, and the weakest link, usually an anchor or a glass fitting, goes first. What follows is broken tempered glass across the property and a permit file that says the owner agreed to take it down.
The engineering that prevents this is not exotic. It is the same wind engineering we do for rooftop equipment, solar arrays, and roofing in the HVHZ, applied to a padel court.
